UOB has it. It is good and easy to use. Foreign banks with licences in Singapore should have it.

Can lock recipient account by sender account? That will stop scam when can lock recipient money for 24hrs before release to ensure no scam

Just set the amount and confirmed locked on HP. Just lock the full amount.
