This vow did not sit well in China, where the public is enduring a sluggish economy.

Many netizens asked, "Who will pay for it?" in the comment sections under videos of Wang's comments on Weibo. They argued that the government is using taxpayers' money to gain recognition on the global stage even as ordinary people struggle with everyday expenses.

"If we have so much money [to build roads and bridges elsewhere], why don't we use it to make our country a better place?" a Weibo user named Bianchenghudiemeng posted. "I really don't understand it."

Weibo user Laohongmao commented: "Why don't you take a look at how people in the bottom socioeconomic class live [in China]?"

Another user asked: "Can you compete domestically first to see who can make people's lives better?"

The nation has been struggling economically as the property sector remains in crisis mode and consumers continue to show a lack of interest in spending. The manufacturing sector has also slowed down due to cooling global demand and supply chain diversification. Foreign investors are reluctant to return, despite government efforts to persuade them to.

China says Belt and Road cooperation has mobilized about $1 trillion in investment globally. The initiative has helped developing countries accomplish infrastructure goals but has faced accusations of being a "debt trap" and causing environmental concerns. Experts have questioned whether China can continue to fund this very costly program.

Chinese President Xi Jinping said at the opening ceremony that the China Development Bank and the Export-Import Bank of China would each set up 350 billion yuan ($48 billion) in financing facilities, and that 80 billion yuan would be injected into the Silk Road Fund, to support projects "on the basis of market and business operation."

Wang's comments also indicated that Beijing will continue with the pricey program.

Online demands for the government to help the Chinese people first were spread across comment sections under Wang's videos on social media platforms like Weibo and Xiaohongshu. But many such comments are no longer visible on Weibo.

Total BRI spending has already surpassed $1 trillion—an enormous sum China plans to recoup through various debt repayment plans. Today, BRI lending has made China the world’s largest debt collector.

And while investment levels have fluctuated over the years and some countries have ended their involvement with the BRI, funding has increased in recent months. In the first half of 2023, over 100 BRI agreements were signed, valuing a total of $43 billion—a roughly 20% increase from the first half of 2022.

“Our achievements in the past decade are truly remarkable,” Xi concluded in this October speech. “Belt and Road cooperation was proposed by China, but its benefits and opportunities are for the world to share.”
