On the surface it makes no sense why park their money off shore and in western countries where it can be seized.
But actually this money is stolen through kleptocracy if left in Russia it can be more easily traced if they lost power. Putting it outside give them option to flee and use the funds.
It's the same as in 1MDB scandal.
