据法新社19日报道，布林肯当日表示，美国将非洲视为“主要地缘政治力量”，可以为非洲带来体现民主价值观的实在利益。“我想明确一点——美国不想限制你（尼日利亚）与其他国家的伙伴关系，我们想让你与我们的合作伙伴关系更加牢固。我们希望给你选择的机会，我们的方法将是可持续的、透明的和价值驱动的。”布林肯说，其他国家提供的基础设施交易可能是“不透明、强制性的、债务难以管理的，对环境具有破坏性，并不总是使实际生活在那里的人们受益。”
对此，尼日利亚外长杰弗里·奥尼亚马反驳了美国就中非合作提出的怀疑。另据俄罗斯卫星通讯社19日报道，奥尼亚马强调，尼日利亚不存在对中国贷款的依赖问题，该国的债务情况是“可持续的”。奥尼亚马指出，尼日利亚工业化需要基础设施，而与中国合作，可补充庞大的资金缺口。他对中国有能力实施资本密集型项目给出高度评价。
