CCP at least got officials arrested. 

Other countries legalized bribery and no one gets arrested

I was researching why corruption was so prevalent in China.

It is a common phenomenon in dictatorships.

1. Authoritarian rules often involves rule by law. Meaning the create so many laws and rules it becomes onerous to follow. Examples are Indonesia under Suharto.

2. Because of the many rules and enforcement. It gives the officials tremendous power to go after anyone they choose or impede anyone with impunity. If you win their favor they won't enforce the rules on you.

3. To do business and make money you have no choice except to curry favor with officials otherwise there is no way to start. Here is where the culture of bribery is formed.

Xi when he came to power started a campaign against corruption. It is said more than 1 million tigers and flies were dealt with. However, this is futile as the nature of corruption stems from centralisation of power. To fix it you need check and balance and independent institutions yo check on the govt. One example js the free press which exposes massive corruption around the world. The oplther is strong opposition party.  Third is a independent anti corruption unit that can check anyone in govt.  A politically active and empowered citizens who can expose corrption is needed. All these are absent in China.
