I heard from a student who attended secondary 4 mathematics tuition in CDAC in Yishun region. Students overheard the Inspecting Teacher Mr Vincent Hoo telling the teacher Mr Tan about the math symbol. He blamed the teacher of committing a mistake by saying the triple-line equal sign as "equivalent". He said it is "totally equal", not "equivalent". Students all over Singapore all know the sign is "equivalent" and is used by all math teachers. From google search, "The equal sign with three lines means something is identical or similar to something but not necessarily equal. Thus, a triple equals sign mean equivalent".
I am surprised by such ignorant inspecting teacher in CDAC. The symbol is shown below:

≡ is seldom used. most of the time it's safe to use =
depending on the context, there're situations like:
white horse ≡ horse
meaning a white horse is a horse, is more appropriate than:
white horse = horse
or for
A ≡ y = x + 3
where A is used to represent the expression y = x+3
and for modular maths:
23 ≡ 3 (mod 4)
23 ≡ 27 ≡ 43 ≡ 3 (mod 4)

If a simple example can illustrate, see below:
If flowers of roses and tulips are in ratio of 2:3, there are 20 roses, how many tulip are there?
so, ratio of roses 2 is equivalent to 20 roses.
ratio of tulip 3 is equivalent to 30 tulips (answer).
3 ≡ 30,
NOT, 3 = 30 (irrational)

You can search from internet or google.
it will tell you, it means "equivalent", not "totally equal" as said by the inspecting teacher of CDAC.
