A one man rule is not necessarily bad if the ruler is benevolent and capable.  Throughout its history, China has had quite a few good Emperors.

It is bad, however, if the ruler is corrupt, weak, incompetent.  That will result in the fall of the dynasty and the rise of another one. In a democracy, people can vote a useless bum out.  In China, it will take a revolution....and that is how it was done from dynasty to dynasty.
