Netanyahu will not allow Palestinian government to take over Gaza. He has been supporting Hamas for 14 years to stop Palestine government in West Bank annexing Gaza to form a Palestinian state. He wants to divide Palestinians in Gaza from West Bank.

The leaked documents are that Gaza people are supposed to move away and give way to Israel. Since most of the countries are against it, the area will likely be an autonomous region protected by Israel. They are planting flags all over.
