Correct, but reading the sign is not straightforward.

It means,
Area before the parking sign
1. One hour meter parking is allowed from 7:30am to 4:30pm Monday to Friday only and 7:30am to 6:30pm on Saturday
2. Two hour meter parking from 6:30pm to 8:30pm Monday to Saturday only
3. One hour free parking from 7:30pm to 6:30pm on Sunday only
Area after the parking sign
1. 7:30am to 4:30pm Monday to Friday 30 mins loading zone (no parking is allowed)
2. One hour free parking from 7:30am to 7:30pm on Saturday only
3. One hour free parking from 7:30am to 6:30pm on Sunday only
Areas before and after the parking sign
1. 4:30pm to 6:30pm Monday to Friday no stopping is allowed

This is a common parking sign across everywhere in Melbourne, not considered complex at all, but for foreigners or people from other parts of Australia, it is indeed complex Laughing

ny parking signs use a lot of small wording, eyesight must be good. Canada's very simple, mostly P or xP, and graphical signs very easy to understand
