So why does it want to to go nuclear except to make a bomb?

It has already suffered economic  sanctions and military threats due to this. So why does it want a nuclear plant for energy as they claimed?

Best solution to protect themselves and have more bargaining power.
All nuke missiles are targeting US. Otherwise, the West can bomb them like nobody business when relationship turns sour. This is what happened now.
