The fines should be high enough to deter such bad habits...when the supermarkets allow trolleys to be used to ferry the items around, they misused it......haiz.

I think a fine of $300 for not returning a tray with it's cookeries is the main deterrence.....Hope it will become our custom to  return tray in future.....

The supermarkets should not be soft at such offenders. They should make it clear that their trolleys are meant for use within the supermarket, and may be at the adjoining car park. Beyond that, they should make it a police case of theft!

The paper reported that a customer use the trolley to push his purchases home and he made sure that he returned it. That is not a good example. That gives people the impression that trolleys can be pushed home!
