This non-partisan organizations is still winner take all. Sg is small country, you would not see much difference.
If you wish is to have parliamentary closer to party votes received in election, 
It is better to have more  non constituency MP seats and be allocated based on national party votes,
current  based on best few losers are too few and feel morally not endorsed by people.
