why nurses and doctors who handled covid patients need to wear mask but people in public who might meet people with covid do not need mask?

no matter what virus, it is safer to wear mask at all times for all people and not just for healthcare workers top wear masks.

He didn't say no need to wear mask. He's merely saying that there's not enough mask to go around. And that is true at the beginning of covid.

5 years ago when the World knew little of COVID19 and face mask stock were running low globally in Q1...In fact, it was until early Apr 2020 that the Gov changed its policy. PM Lee himself pointed out mask wearing is not mandatory for those who seems healthy -  based on WHO advisory...That allowed CCS, who was the Minister for Trade and Industry then, to push for every Singapore resident to get a reusable mask.  This is why I found it weird for those who forget those details just 5 years ago. Chan has my respect given his consistent holistic approach towards SG's security, regardless of we are at War or Peace.

 

On Singapore's previous policy to only encourage those who are unwell to wear masks, Mr Lee said that it was based on scientific advice and guidelines from the WHO. "We also did not have community spread in Singapore then, so it was very unlikely for you to run into anyone with Covid-19 on the street, much less be infected by them..."

In Jan 2020, SG  had  >5 million mask in stock after SAF manpower was activated to support SG's packing and distribution.

The question isn't about "enough" or not, but rather how to re-stock when usage rose exponential as panic spread in the early months of COVID19...
