Nope, " IF " the staff some will ask want more chilli ? whereas some will not ask just put only few packs OR " IF " you straight tell them can give more chili than they will give.

different process chili cost can be vastly apart.
those factory made in plastic disposal packing is cheaper to pack. little process only.
some of those real tasty good chili need to cook for hours + other things like shallots, which is expensive.
