NATO breached the 1990 Treaty on Conventional Armed Forces in Europe in 2006 lah.
They are not supposed to expand east of Germany but they go and set up permanent bases in Romania and Bulgaria. Russia protested and protested to no avail.
And it gets worse and worse until now we have this situation.
