The homeless have hands and legs.  They can always find a job but they are just too lazy to get one.  They live thinking the Government or the Society owe them a living and therefore,  have the responsibility to keep them.  Singapore used to have lots of beggers many years ago until the laws prohibit them to be beggars.  There are still some around.  Western countries like the US tried many ways including imposing a fine but their laws prohibited it.

I was in Guangzhou many years ago.  The place of interest visited were flooded with lots of beggars.    Not sure how they managed to get rid of them.  But if this video is true,    the beggars and the homeless will definitely disappear in no time.

I think beggars are deeply rooted in China as many of them are from 丐帮.....
