The India side has very tight capital controls you basically cannot move money out without permission....not that you can't move money out they require you to apply to move funds out so they can catch for tax payment.

Many companies use loopholes to circumvent these controls...often they close one eye so as not to discourage foreign companies coming in.

They target Chinese due to the border disputes and unsettled geo political issues.

In the larger scheme of things India has so much capital inflows last few yrs they don't need Chinese money. They also have domestic brands.that make handphones so they don't want to cede too big a market share to China.
