The question is whether a person (a Singaporean) smoked marijuana abroad or not, and not whether he/she being tested positive or not upon arrival.
Even he/she Tested negative upon arrival does not necessarily avoided prosecution.

It's a matter of interpretation
Once a person admitted has smoked marijuana, does it really matter whether Tested negative, tested faintly positive or tested positive .
Example
A drugs offender tested positive 3 weeks ago and then, tested faintly positive last week but today, he is tested negative.
What are you going to do,?
