Right way to go. Male citizens served 2 years of NS, should deserve more recognition for their national service.
So one way is to provide cheaper housing for those who have served NS. Not for those who just become New citizens

Singaporean chabors do not do NS. Should they be ENTITLED to cheaper housing if they buy as a single?

took land away from peasants, farmers, barren for decades then put up for land tender sales to build condos. should give back via cheaper housing to our citizens.

Jamus wants to let the homeless Singaporeans have a right to own housing in the Singapore OR he wants a discount for those who can afford housing but just wanted something better?
"A right to housing in their own country" sounds like trying to fight for the homeless to have a home instead of getting discounts.
Anyway, I am ok with his suggestion on coming up with a different way to infer value of land that is hopefully better. But be prepared for the chasm between private housing and public housing to widen much further so that it becomes more difficult to upgrade to private housing from public housing as I think there will be more conditions in selling of public housing once a new value inference method came up.

The Housing and Development Board is established
Established on 1 February 1960, the Housing and Development Board (HDB) was formed for the primary functions of managing new and existing buildings, the clearance and redevelopment of slums and urban areas, and the development of rural and agricultural areas for resettlement. These tasks were previously undertaken by the Singapore Improvement Trust (SIT), but the latter was replaced by the HDB due to its poor performance.
