Wa Army Shows How to Succeed in Fight Against Myanmar Junta, junta forced ethnic armed organization signed a ceasefire to transform into Border Guard under Army-drafted 2008 Constitution, So junta now launched attacks National Democratic Alliance Army (MNDAA), Kachin Independence Army (KIA), Shan State Progress Party (SSPP) and Karenni National Progressive Party (KNPP) after they opposed its proposal. However, it shied away from attacking two holdouts – the United Wa State Army (UWSA) and its territorial neighbor, (NDAA) regime would have had to attack both groups simultaneously, risking southern & northern Shan State west of Salween River no guaranteed even if it deployed all 10 of its divisions. Moreover junta chief Than Shwe & his deputy Maung Aye were preparing for a power transfer decided against attacking UWSA.

Thein Sein’s quasi-civilian govt also hit snags in peace negotiations with the UWSA. Tensions built up in 2009-2010 were eased when a Union-level ceasefire was signed on Dec 25, 2011. UWSA signed truce but unnecessary, having already signed a ceasefire with the previous regime in 1989. In 2015, President Thein Sein visited Shan State’s Kengtung to urge UWSA & NDAA leaders to sign Nationwide Ceasefire Agreement, but to no avail. Around 3,000 UWSA troops with 100 vehicles, heavy weapons crossed Salween River to southern Shan State in May 2021, the UWSA was helping its ally, the SSPP, to fight its rival, Restoration Council of Shan State fight ended March, as UWSA troops were still deployed alongside SSPP troops on Mount Mo Shan in April this year.

UWSA provided training, supplies, healthcare & anti-regime ethnic Brotherhood Alliance Ops 1027. So alliance handed two towns seized during ops Hopang & Panlong east of Salween River, transfer 2 towns expanded Wa Self-Admin east of Salween River  border with China, then alliance member, Ta’ang Nat Liberation Army (TNLA), ,also reportedly handed over Mong Kyet, Karmein & Teintan west of Salween River to UWSA. Junta raised no objections so UWSA troops crossed west of Salween. On first occasion, junta handed SSPP an ultimatum to withdraw end of Mar-2022, bolstered by UWSA troops, 100 vehicles of UWSA troops crossed river southern Shan State on Jun-5 reinforcements swelled UWSA force to around 5,000

Eight Shan Civilians Killed in Myanmar Junta Airstrike: CSOs. junta aircraft bombed Hseni’s crowded market in northern Shan State on Thursday evening, killing eight civilians and injuring eight others, according to Shan civil society organizations (CSOs). Hseni Township was seized by the Myanmar Nationalities Democratic Alliance Army (MNDAA) during Operation 1027 last year. Sai Htu Kyi of the township committee of the Shan Nationalities League for Democracy (SNLD) was killed during the airstrike.

The SNLD, which was founded in 1988, did not register with the junta-appointed Union Election Commission following the 2021 coup. MNDAA said two aircraft dropped eight bombs on Hseni.
Junta Telegram channels claimed airstrikes killed MNDAA commanders but witnesses said all the victims were civilians. A Shan CSO network said: “No MNDAA troops were stationed at the market. They patrol the town but they are not based at the market.” More airstrikes were reported Friday but casualties are unknown.

Myanmar junta, ethnic armed group claim control of military regional HQ.

YANGON: Myanmar's junta and an ethnic minority armed group both claimed on Thursday (Jul 25) they were in control of a town and regional military command in northern Shan state following days of clashes.

Fighting has rocked the town of Lashio, home to the military's northeastern command, since Jul 3, when an alliance of ethnic armed groups renewed an offensive against junta troops.

Local media run by the Myanmar National Democratic Alliance Army (MNDAA) reported the group "fully captured the headquarters of the Northeast Military command in Lashio" on Thursday morning and also captured Lashio town, home to some 150,000 people

But junta spokesman Zaw Min Tun told reporters the claim was "not true".

"The insurgents infiltrated the outskirts of Lashio so (the security forces) have been following and clearing them," he said, without giving details.

AFP was unable to reach a MNDAA spokesman for comment.

The northeastern command is located in the north of Lashio.

A video uploaded to social media claiming to have been shot in Lashio on Thursday morning showed deserted streets with no soldiers in sight.

AFP reporters have geolocated the video to a site in the town around 2km from the command.

Asean foreign ministers stand by Myanmar peace plan.
VIENTIANE, Laos - Asean foreign ministers on July 25 stuck by the bloc’s peace plan for Myanmar, even as a civil war sparked by the country’s 2021 military coup widens. During the Asean Foreign Ministers’ Meeting in Vientiane, Singapore’s Foreign Minister, Dr Vivian Balakrishnan, wrote he & his counterparts “discussed regional & geopolitical developments, including deteriorating situation in Myanmar and the importance of upholding the implementation of the 5-Point Consensus”.

Among other things, the plan calls for the cessation of violence and facilitation of dialogue among all parties concerned, but has been criticised as being dead in the water, given the scale of the conflict sparked by the coup.

Myanmar Junta Puts Leaders of Old Regime Under Surveillance. Myanmar’s military regime has placed former senior military leaders—including ex-dictator Than Shwe and former President Thein Sein—under surveillance, sources close to the matter said. They confirmed that current junta leader Min Aung Hlaing has directed his security forces in Naypyitaw to monitor not only the retired senior leaders of the previous regime and the quasi-civilian government that followed it, but also members of their households.

Others under watch include the previous regime’s No. 2, Maung Aye, and Thura Shwe Mann, who was chief of the general staff of the Myanmar armed forces under the Than Shwe regime, which ruled Myanmar from 1992 until early 2011. The Irrawaddy has learned they have been under watch since a few days after Thein Sein’s three-day trip to China in late June, during which he attended commemorations of the 70th anniversary of the Five Principles of Peaceful Coexistence, the Chinese government’s foreign relations principles. He met with Chinese Foreign Minister Wang Yi on the sidelines of the event.

Following the trip, Channel News Asia reported that “a source told CNA that Wang had asked Thein Sein to persuade Min Aung Hlaing to hand over power and form an interim government to pave the way for elections.” Thein Sein briefed Min Aung Hlaing after his China visit, local media reported. Within 10 days of Thein Sein’s visit, China hosted General Soe Win, deputy chief of the State Administration Council (SAC—the junta’s formal name) and commander-in-chief of the army. Since then, speculation has been rife and rumors have swirled about the purpose and larger significance of the visits. Among the rumors are that Min Aung Hlaing will be removed and that a counter-coup is looming.

The sources said the former president’s trip may have raised suspicions among some leaders of the current regime, especially Min Aung Hlaing.
“Since then he no longer trusts anyone. He’s afraid of being removed,” a source said. The new security arrangements came just days before the SAC announced that Min Aung Hlaing had assumed the position of Myanmar’s acting president. Critics said the move was unconstitutional, and it has raised anger and strong reactions among the public as well as in the pro-military camp.

In 2002, Than Shwe placed former Myanmar dictator and ex-general Ne Win under house arrest, along with his grandsons and his favorite daughter and son-in-law, on charges of attempting to stage a coup and split the armed forces.

YANGON: Fighters from Myanmar's most powerful ethnic minority armed group have moved into a strategic town fought over by the junta and another ethnic armed group for weeks, they and the military said on Sunday (July 28). Myanmar ethnic armed group moves into strategic northern town. Fighting has rocked Lashio in northern Shan state since early this month after the Myanmar National Democratic Alliance Army (MNDAA) renewed an offensive against the military.

On Thursday the MNDAA claimed it had captured the town of around 150,000 people and the military's northeastern command there -- a claim denied by the junta. On Saturday the United Wa State Army (UWSA) -- another ethnic minority armed group with greater manpower -- moved personnel into Lashio to "protect" its properties there, its spokesman told AFP.

The UWSA is best-equipped of Myanmar's dozen or so ethnic rebel groups, with close ties to China, analysts say supplies much of its weaponry.
