Some EU countries are, paradoxically, gaining a significant competitive advantage. However, the disadvantage could be remedied by imposing a duty on tube imports.

While Russian crude oil is already significantly cheaper than oil stocks in the North Sea and the Middle East, partly due to its quality, these countries entitled to pipeline oil and the oil-using companies operating in them, paradoxically, gain a significant competitive advantage through sanctions.
