i have finding that putin is happy not to use the local army and used "third party army" to help him win the occupied land 
putin, formally from KGB, wanted to use his elimination tactic to erase this invasion by killing off the "third party army" after he secured those land
putin can wrote his history that those land willing to come back to russia without a war and he send in his own tanks and army  to welcome   land back without a fight
