The investigation should come from mas itself, if mas no capability then mas can instruct a vendor to conduct the audit of which charges will be paid upfront by mas and dbs would reimburse the amount after the audit.

This is the only way to ensure the audit is unbiased and the auditor is incentivized to do a proper investigation.
