Early in the morning of May 3, a captain in his 40s who had been working the night shift was found collapsed on board a ferry, and later was pronounced dead at a hospital. His wife told local media he had worked for 23 straight days.
It is unknown whether the ferry company will be held accountable for its system of having employees work continuously for such a long period before receiving days off, a shift that workers themselves are said to support.
But the chairman of a local ferry workers association told Nikkei that the company had been consulting with the group about hiring more young labor, an indication that it was having trouble filling the positions with new blood.
