I think it is more a move to make Chinese shipbuilding suffer. There are other shipbuilding nations besides China that are better than USA now. Unless USA also at least impose levies on those nations' vessels, I think it is extremely difficult for US' shipbuilding to be great again.

But Trump will find also US farmers cost of sale of wheats and other produce sky rocketed.

Those farmers who supported him will not vote for Republican in the next election.
