Need some advice who are the usual suspects who will mass report as a herd to harass and censor people & content not to their liking?

the infamous TEA BAGGING FIASCO that was supposed to go "unnoticed" where certain users were caught hands down going back to a dated post just to celebrate and taunt someone's ban; suggesting a link was sent direct to several users to taunt and cyberbully their target by "reacting" on an inactive forum post/thread after their antics to get someone ban succeeds:
