What do you think? Since early on TKL say he has made a deposit for the PE's race?

What if the other 3 candidate are disqualify? 
Can they take back the deposit?

Seems like can take back as he had not yet submitted his nomination form as mentioned in this interview towards the end at 11:55...:

Apply for COE - is to indicate interest hence need deposit but is refundable before nomination.
Submit nomination then can no longer take back deposit.
