It is strange he was given admin access. Even if he is the administrator employer should know upon his termination the credentials need to be changed. But I guess since it is QA system not the actual Prod system lax vigilance in this aspects. Strange also since QA why was the cost suffered close to a million? NCS early roots is an agency of govt before privatised.

What so surprising with these gov link companies? And come to think that the company has many contracts with GLCs and yet their security is so lax. Meanwhile Not surprise one day our banks and critical agencies are compromised by CECA, with so many already now employed in these sectors.

He was terminated due to poor performance in Nov 2022 but found a new job in Feb 2023. Seriously, with his criminal records, he should be permanently banned from entering Singapore.

Actually NCS should also bear a huge amount of blame. You let an underperforming employee go. But yet you do not remove his access rights to your servers and systems. Totally irresponsible. Who to blame?
