manage on expenses on one income is a time tested way.
government does what private enterprise do not wish to do. therefore government is entitled to collect tax to pay for these. but some time due to whatever reasons cost just go up too fast. faster then income.
manage cost by not doing those thing that private enterprises want to do and government department go into it .
like providing information that is already available etc.
going forwards, need more money on health care (old age population increasing) and defence spending (more drones that can carry payload made of non radar detectable material). a way to counter drones, satellite, also need more missiles. etc
robot, software ai is coming on as a tool to help cover man power shortfall and also as a disruptions to many trade.
example . a few ai trained medical specialist will up the service level to public but will be threat to medical profession. from gp to specialist.
