This Healthier SG is to save cost for the govt because the govt will pay a flat fee per patient to the doctors.
The doctors must think of how to treat the patient in cost effective way to earn more.
The patient will likely be under treated

Flat fee funding (base standard fee) ie $7 per visit so that the remaining cost is paid by patient
Co -funding ie $7 per visit is still the same remaining cost borne by patient
=> Both cases the GPs will just charge more, lah
Same like CHAS card

In business, there is nothing better than recurring/subscription-based fees.
I doubt the benefit of seeing the doctor even when you are not sick, but I don't doubt how much the GPs will huat.
