Do they lick or suck?  

That is how they reached the management position because they obviously didn't get there on their own. Someone put them high up there. They didn't do anything to deserve getting up there. They don't know what to do once they are there. Everyone below knows they don't deserve to be there.  The problem is that they are there, while those who deserve to be there are reporting to the clueless one.
