ACLAIM by Germany’s foreign minister that her country is fighting “a war with Russia” has earned her a sharp rebuke from within the government coalition.

Annalena Baerbock was responding to criticism at the Parliamentary Assembly of the Council of Europe in Strasbourg that Germany had not acted fast enough to send tanks to Ukraine.

She said: “Yes, we have to do more to defend Ukraine. Yes, we have to do more also on tanks… But the most important and the crucial part is that we do it together and that we do not do the blame game in Europe, because we are fighting a war against Russia and not against each other.”

她是绿党出身，不知道是精心准备了这个发言，还是不小心暴露了真实的内心，抑或是根本不懂外交场合讲话的规矩，她竟说："我们正处于反俄罗斯的战争中，而不是相互作战"。

外长贝尔博克的声明被解读为，德国已向俄罗斯宣战，这与德国此前一直强调自己不参战的立场相矛盾。

贝尔博克发表有争议的声明后，俄罗斯要求德国做出解释，德国政府腿肚子哆嗦，赶紧出来澄清，遂周五再次强调，我们德国不是乌克兰战争的一方。
政府副发言人克里斯蒂安·霍夫曼表示： “北约和德国在俄罗斯对乌克兰的侵略战争中没有参战。我们支持乌克兰，给钱给坦克给重型火炮，但我们不是参战方。”

德国总理朔尔茨急得脑门锃亮，他嫌霍夫曼先生解释不够有力，二十几个小时之后补充如下内容：
（1）他和政府在乌克兰战争中，会继续坚持慎重的，不操之过急的政策。
（2）德国人不会忘记德国的安全。言下之意，惧俄罗斯的力量，不给俄罗斯人以借口。
有人将这一条解读为，德国人将牢记二战历史教训，不敢轻举妄动。毕竟叫苏联红军撵到家门口一顿摩擦，变成了战败国，小胡子也在地下自杀了。

很显然，朔尔茨与贝尔博克的说法拉开了距离。
德国舆论既有对绿党外长打破禁忌的欣喜，又有对二战历史教训极其可怕前景的恐惧，处于极其矛盾的状态。

《人民之声》批评道：人们不应忘记，在历史上，已经出现过因小事情导致战争升级的情况。外长贝尔博克已经显示，她满足不了外长这一重要职位的要求。
