Singapore imposed selective sanctions on Russia involving two areas :
1) financial transactions and
2) military and weapons dealings
Why oil and gas not included?
There's evidence that Singapore oil traders violated item 1). financial sanction and in fact, had effected payments for Russian oil and remittance received by Moscow.
In addition, why oil and gas should be banned too as it's a part of item 2) becoz it can be used by army vehicles, tanks, 155mm howitzer vehicles, ballistic missiles vehicles, and Russian navy boats and submarines .
It has proven that both were contravening the whole purpose of imposing sanctions.

India like China did not openly imposed sanction on Russia while Singapore did.
And that makes Singapore more gutsy with a big bang but frizzled out to just a whisper..
