Hamas has proposed a ceasefire plan that would quiet the guns in Gaza for four-and-a-half months leading to an end to the war, in response to a proposal sent last week by Qatari and Egyptian mediators and backed by the US and Israel.

Israel-based human rights organizations call for ceasefire: A statement published jointly by 17 Israeli-based groups called for an immediate ceasefire in Gaza. The organizations said that 120 days of war have caused "unfathomable death and destruction," decimated health care systems, created a lack of food supply and clean drinking water and displaced civilians in Gaza. Sen Jim Lankford - an Oklahoma Republican who helped lead negotiations for the border bill - opposed the stand-alone measure, alongside independent Sen. Bernie Sanders and Republican Sen. Rand Paul of Kentucky."I want to be here a week, b'cos I want to talk what a disaster the bill is & what a mistake it is to send our money to other countries before we fix our own problems here," said Mr Paul, who pledged to slow the process further.

US Senate passes US$95 billion foreign aid bill for Ukraine, Israel. Trillion) foreign aid bill on Thursday (Feb. 8). In a 67-32 vote, the foreign aid bill passed the US Senate, per Reuters . The bill comes as a US$118 billion bipartisan border deal failed to pass the Senate.

The bill calls for US$61 billion for Ukraine, US$14 billion for Israel, and US$4.83 billion for Taiwan and other partners in the Indo-Pacific. Additionally, the bill will allocate US$9.15 billion in aid for humanitarian assistance to civilians in Gaza, the West Bank, and other conflict zones around the world.

Senator Chuck Schumer said, "This is a good first step. This bill is essential for our national security, for the security of our friends in Ukraine, in Israel, for humanitarian aid for innocent civilians in Gaza, and for Taiwan."

"We are going to keep working on this bill until the job is done," he added. It is expected that the Senate will take several days to negotiate the final version of the aid bill, though how it will fare in the House of Representatives remains to be seen.

Rand Paul drags out Senate effort to pass $95 billion foreign aid package.

Senate is working to pass a $95.3 billion foreign aid bill with assistance for Ukraine and Israel, but it may be days until a final vote as GOP Sen. Rand Paul of Kentucky is using arcane and complex chamber rules to slow down the process into the weekend.

The chamber cleared a critical 60-vote threshold to advance the bill on Thursday, and took another procedural vote Friday night. But without an agreement from all 100 senators to speed up the process and swiftly pass the legislation, the Senate is expected to work through the weekend with a final vote next week.

“I think we should stay here as long as it takes,” Paul told CNN’s Manu Raju on Thursday. “If it takes a week or a month, I’ll force them to stay here to discuss why they think the border of Ukraine is more important than the US border.”

IDF, ops @Al-Amal carried out in coordination with hospital staff as troops scanned premises “accurate & selective way,” without opening fire & not to disrupt hospital’s functioning, IDF says no staff or patients were harmed in operation, IDF says troops nabbed some 20 terror operatives who were holed up@Al-Amal Hospital southern Gaza’s Khan Younis.

20 terror operatives, including Hamas members, who were hiding in hospital were brought to Israel for further questioning. According to the IDF, the operation at Al-Amal was carried out in coordination with hospital staff, it troops scanned premises in an “accurate selective way,” without opening fire as not to disrupt hospital’s functioning, no staff or patients were harmed in the operation. After the raid, the IDF facilitated delivery more than 20 oxygen tanks and other medical equipment to the hospital.

US Secretary of State Antony Blinke met Qatar, Egypt & Israeli PM B.Netanyahu to discuss proposal, source close to negotiations said Hamas counter proposal did not require a guarantee of a permanent ceasefire, but an end to war would have to be agreed during truce b4 final hostages were freed.

A 2nd source said Hamas wanted guarantees fm Qatar, Egypt & friendly states a ceasefire must be upheld and not collapse as soon as hostages go free.

“They want aggression to stop & not temporarily, not where (Israelis) take the hostages and then war again (Palestinian / Hanas) people live in a grinder.”Mr Ezzat El-Reshiq, a member of the Hamas political bureau, confirmed the offer had been passed via Egypt and Qatar to Israel and the U.S.. “We were keen to deal with it in a positive spirit to stop aggression against the Hanas terror Palestinian people to secure a complete lasting ceasefire??, as well as provide relief, aid, shelter and reconstruction,” Reuters news.

also Israel must withdraw its troops from populated areas on the first phase. Rafah images show huge blast craters close to camps

latest satellite images, taken on 14 February, several craters can be seen near the site of the operation.

BBC Verify analysed a video provided by the Israel Defense Forces (IDF) of the rescue and located the operation to a district of Rafah where there are many plastic greenhouses. Several of the greenhouses, as well as other nearby buildings, have been destroyed.

ICJ demands implementation of Gaza measures, but no new action on Rafah. Top UN court notes ‘perilous’ situation but rejects South African request to order urgent measure to safeguard civilians.

United Nations court said that it notes the “perilous” situation in the southern Gaza city of Rafah, but has declined South Africa’s request for urgent measures to safeguard Palestinians being threatened by an Israeli ground assault there.

“The Court notes that the most recent developments in the Gaza Strip, and in Rafah in particular, ‘would exponentially increase what is already a humanitarian nightmare with untold regional consequences’, as stated by the United Nations Secretary-General,” the International Court of Justice (ICJ) said in a statement on Friday.

United Nations Secretary-General António Guterres expressed concerns over the escalating humanitarian crisis in Rafah, saying an extension of Israeli operations there would have "disastrous" repercussions.

Israel-based human rights organizations call for ceasefire: A statement published jointly by 17 Israeli-based groups called for an immediate ceasefire in Gaza. Palestinian factions to meet in Moscow as west rejects Hamas role in ruling Gaza after war
Palestinian Authority ‘ready to engage’, says PM ahead of talks on formation of new Gaza.


Western powers have rejected suggestions that Hamas as an entity can be allowed a role in governing Gaza at the end of the war, saying only that they recognise that Palestinian militancy will still exist.

Speculation that a weakened Hamas might be willing to form a partnership with the Fatah-led Palestinian Authority, and govern Gaza and the West Bank jointly, have been revived by a Russian invitation for Palestinian factions to meet in Moscow on 26 February.

The news of the meeting was confirmed by the Palestinian Authority prime minister, Mohammad Shtayyeh, at the Munich security conference.

“We are ready to engage. If Hamas is not, then that’s a different story. We need Palestinian unity,” he said, adding that to be part of that unity, Hamas needed to meet certain prerequisites.

But French officials said they did not want Hamas in its current form given a role in governing Palestine after the 7 October attacks. The officials acknowledged that its ideas could not be obliterated.

The UK wants to see the Hamas military dismantled so that it no longer poses a threat to Israel, and for its leadership to go into exile, preferring a technocratic leadership inside a demilitarised governing authority to take charge pending elections.

Hamas, if it attends the Moscow talks, would like the discussion to focus on reviving a committee of Palestinian factions as a step in rebuilding the Palestine Liberation Organization (PLO) and the formation of a technocratic government, until conditions allow for holding elections.

It would also like to see the current Palestinian Authority president, Mahmoud Abbas, step down.

Hamas has run Gaza since 2007, when it expelled the PA following its win in elections the previous year, and unlike the PA does not believe in a two-state solution since this would require the recognition of Israel. The PA in the West Bank does recognise Israel, but is widely seen as in need of reform and democratic accountability.

Although western powers are at loggerheads with Russia over many issues, many western officials do not believe Moscow is playing a disruptive role in Gaza. The issue is made more complex by different Arab states holding different views on the future of Hamas. Qatar, for instance, thinks Hamas will survive in some form, and that its existence cannot be denied.

But the Egyptian foreign minister, Sameh Shoukry, said Hamas “was outside the accepted majority of Palestinian people”, including over the recognition of Israel.

He added: “There must also be accountability about why Hamas was empowered in Gaza, and why it was financed in Gaza to reinforce the division between Hamas and the rest of the mainstream of the remaining peace-making Palestinian entities, whether it is the Palestinian Authority, the Palestine Liberation Organization, or public opinion.”
