china can start covering part of ocean with plastic sheet to reduce evaporations during start of summer to reduce rain fall.
increased area by area. in case over do it can cause no rain fall.

the water is hotter so it is easier for the same amount of sun light to evaporate more water to the sky to form cloud and more rainfall.
a little bit of cover increasing over time will help a long time. much cheaper then trying to save damage property and people life.
best is build more fish rearing structure over the ocean that is the source of rain in chain. like that got some commercial value to offset the work.
