It's the staff lar. The staff don't get more money by doing this. It is a human error (or simply carelessness at work) made by the staff, and not an instruction given to them to paste the wrong sticker to CHEAT customers.

I agree that Fairprice (it's Fairpriece not NTUC) is not cheaper than a lot of places, but to accuse them of fraud is too strong a word lar.
