is like = never pay taxes in the end?

Yes, have to pay. Read the following:

hxxps://www.psd.gov.sg/docs/default-source/default-document-library/white-paper---salaries-for-a-capable-and-committed-govt.pdf

Replace xx.

like that literally they never pay taxes because end up back to Public funds which in return is their monthly pay and mid / year end two bonus.

Wah lau eh, don't like that leh. You are basically saying a person never breathe anything because the air comes out and he uses it again.

But I find something very dubious. How come it is mentioned "Ministers do not enjoy tax exemptions and have to pay tax like all who work in Singapore e.g. income tax on all salary components earned" but does not mention anything about the president. So the president's salary is tax-exempted?

Salary is income and must pay tax. But if PaP calls it something else, which is not income but pension, then no need to pay income tax.

This is the part that is not clear. In the PSD document I posted, it only says that ministers have to pay tax. But the president is not a minister right? So must pay tax or not?
