How can an underdeveloped country's election system capable of producing 1st World's leaderships?

After being a First World Nation for more than 30 years, why recent GE2025 still closely resembled those in neighbouring 3rd World Countries? 

Why Singapore leaders still retaining an obsolete underdeveloped country's election system?

1st world leaders? Then put them in India Govt or Australia Govt for 5 years and we can see their glaring failures.
