It seem both didn't work as intended. HK still focus on developing private properties as it ish too lucrative to use those expensive lands for condo and private housing than cheap public housing. So to date most hong kongers still cannot afford their own home, and with hong kong economy nao destroyed by CCP, this may become even worse as nao those invested heavily in private properties will suffer too.

Not the public housing system from the 50s era lah. 

There ish another attempt after 1997 for the newly form HK govt to want to copy red dot HDB and even SMRT system over. Tiagong HK even got send officer come over here to wayang to survey and study. (tiagong ish CCP pledge to give all HKers a roof over head or something to show they are better than AMDK colonial master) But they never really follow through (don't think they even really kickstarted to build any), as the land are still more profitable for them to do on private and commercial buildings than public housing.
