Different countries will hv different strategies. India might want to use the well well tested “wheel” already existing than wasting time inventing another “wheel”.

LKY made a decision to join Malaysia in the 60s. Then he was younger and very ambitious, wanting to compete 4 seats in Malaysian GOV. The Malaysian politicians were threatened and kicked Singapore out. LKY did not go against it but worked with Malaysia to prosper better than Malaysia. If imagine what would Singapore b if it had chosen to confront. Sometimes, it is good to play with the rules.
