Go read the news properly. He already off load and cash out all his properties. Previously he was renting in Penang. Think he already waited out the required time before buying HDB. Smart move

Resale flat back in the old days (some 15-20 years ago) single above 33 years old with your income not more than $5K, you can purchase a HDB with full grant but has to take loan from private bank.

With the above conditions and you stay closed or nearby your next of kin within a parameter of 2 km you will be able to get additional $20K grant.

If you’re married than you’re allow to purchase any resales flat or new development, with grant from HDB. But you’re to take loans from private bank.

I am not sure what is the conditions now.

for what i know :
1. Eligibility - HDB(https://www.hdb.gov.sg/business/estate-a...ligibility)

need to do calculation for seller 

2.both PR can buy resales flat
3. 1 Singaporean plus 1 PR can buy Resales flat
4. EIP (Ethnic Integration Policy (EIP) or HDB ethnic quota)
