Here is the background of ICC's Ukraine investigation. The prosecutors are 39 member countries of the 42 listed on the website. Ukraine, Russia, China and USA are not member countries. Russia already said it will not recognise this investigation. Don't think this will matter. Russia will have to come up with an even stronger team if it wants its own investigation/comment/voices/opinions recognised by the World.
