I think every where is the same. Last time, joined a day tour of Amsterdam. We had already paid for the day tour but the tour guide stood at the exit of the bus to collect a fix amount of "donation" from the tourist before allowed to leave the bus. If you do not want to spend this unnecessary money, the best is travel around the city on your own.
