The Tibet empire you mention, rise is also due to its interaction with Tang. 
As you may know it break up into few pieces before 1000AD before 
Mogul took them in three hundreds years later along rest of China.

The term China in ancient time is consider region than an empire,
and is slowly growing as groups such as normandic and southern tribes joined in.
It match human explore or occupy of earth, region become fixed and nations are formed.
