The U.S. has no expertise and experience in HSR development, India also doesn’t have the capability, so it is more like a political show to rival China’s BRI. Furthermore it may take 30-50 years to develop even if the project eventually takes off with sufficient funding.

Building a railway across desert region is not easy and needs a lot of experience and expertise. Spain failed to build HSR for Saudi for Mecca, and approached China for help, in the end China managed to complete the project.

Spain is one of the leading countries in HSR development, neither the U.S. nor India has such experience, how?
