WP Member of Parliament for Aljunied GRC, Leon Perera confronts Deputy Prime Minister and Finance Minister Lawrence Wong over his supposedly mischaracterization of Workers' Party Housing Policy Paper in 2019. 

Mr Wong said in his sum-up speech that WP had proposed in 2019 to cut back the annual (Bulit-To-Order) supply to just 9000 flats and that if the Government had followed its proposal and cut back the building of new flats and the subsequent proposal to allow singles aged below 35 to buy new flats, Singapore would be facing a much bigger supply demand imbalance today. 

In his reply, Mr Wong repeatedly refers to an impression that he had back in his days at the Ministry of National Development as a basis for his comments and did not address the points highlighted by the WP MP. 

Mr Perera lashed out at Mr Wong's repeated allegations against WP, 

"I would remind the DPM again that the whole context of the argument and focus on this paper is longer term housing dynamic trends. And more importantly, I would remind the DPM again that this first paragraph does not amount to a call to action to a proposal, to a suggestion. We go on to say better projects should continue If we are meant to see better projects should be cut back, we would have said that."

"So I really hope the People's Action Party will stop propagating this falsehood that our 2019 paper called for a cut back to BTO supply in 2019. And if it does not do that, I would really question if the People's Action Party has become a party that propagates falsehoods to gain political mileage. "

A wilful misrepresentation by the PAP. How could anyone who has read what WP proposed come to such a conclusion? Did they even read what WP propose? Obviously no. 

And the PAP keeps repeating this falsehood even after WP Sengkang MP Louis Chua explained the WP's position in Parliament recently when a minister made the same misrepresentation. 

Now, the Straits Times lends its platform to propagate such falsehoods by a PAP MP.

I refer to People’s Action Party (PAP) MP Henry Kwek’s letter, “WP glossing over own proposal to cut back BTO programme” (Feb 22).

In its 2019 housing paper, the Workers’ Party (WP) did not moot a proposal to cut the supply of Build-To-Order (BTO) flats in the short term. It made an observation that building BTO flats beyond long-run new household formation might risk vacancies.

But the paper went on to state “BTO projects should continue...”, a four-word phrase that is absent from some of the statements made by PAP MPs on this matter.

WP MP Louis Chua pointed this out in Parliament immediately after this point had originally been made.

An observation about a risk does not amount to a call to action. To illustrate, if one speaks of risks associated with autonomous vehicles, that does not amount to a call to ban autonomous vehicles. It is merely a call to address those risks.

The paper’s observation on the risk of overbuilding should be seen in the context of the paper’s focus on long-term trends, namely lease decay.

This is why our call to action was a longer-term one – to scale back BTO building only when new flats become available through our Universal Sale and Lease Back (USB) proposal, which, as Mr Kwek rightly pointed out, will start to come into effect only in 12 years’ time.

Had the WP proposed a cut to BTO supply in 2019, our paper would have clearly said, “BTO building should be reduced.” Instead, we stated “BTO projects should continue...”

We call for constructive debates based on facts, lest our politics degenerates into non-factual assertions that we see in some other countries.

Lastly, our USB proposal to counter lease decay was made in our 2019 paper. The PAP’s proposal, the Voluntary Early Redevelopment Scheme (Vers), remains opaque and mysterious.

WP MPs were unable to elicit any details on Vers during our recent exchanges with Senior Minister of State for National Development Sim Ann in Parliament.

On the GST, he said the PAP would be "mad" to raise taxes just because it had garnered a certain percentage of the votes.
