The reason why the car park is last to be completed is that they need the space to move heavy vehicles and materials on site.  In order not to damage the car park (road), they leave it to the last, else they need to redo the car park when the flats are finished......

I don't know , just happen to see one BTO project, I see not they begin to stack the units also con currently doing the car park
