Prosecutor actually has 36 charges but on actual day withdraw 9 of them. This mean there are more but hard to get evidence so never charge him

It was not mentioned if you read the news. Iswaran lawyer ask previously cautioned his client on 36 but in actual day prosecutor decide to charge only 27 a change of mind in 2 days.
