One form of apology is to import men Koreans Chinese Asians Aussies South Asians to Jepun to multiply
That would solve the population problem and mix the gene pool so that in the next generation or 2, neighbouring countries will no longer blame Jepun for the comfort women issues since they themselves should be comfortable by then
