Presently for Japan, these can be done within the shopping belt, don’t need to be at the airport. You don’t lose on exchange rate or a lower value.
When refund, most countries earn from the exchange rate and/ or refund at a lower value.
Tip: Don’t buy when a price is priced in USD when the local currency is getting weaker and the USD is getting stronger.
